DREF Welcomes Interim Executive Director, Angela Jones Hackley
The Delta Research and Educational Foundation (DREF) is pleased to announce the appointment of Angela Jones Hackley as Interim Director.
Angela Jones Hackley is a seasoned nonprofit executive with more than 30 years of experience providing visionary leadership to mission-driven organizations across the Washington, D.C. metropolitan area and nationally. She brings a rare combination of strategic vision, operational excellence, and compassionate leadership to organizations navigating periods of growth and transition.
Most recently, Angela served as Chief Executive Officer of Covenant House Greater Washington from 2019 to 2025, where she was recruited specifically as a turnaround leader. During her tenure, she increased the organization’s budget by more than 50 percent, secured over $7 million in annual funding from major donors, institutional foundations, and government entities, and expanded the organization’s programs into Prince George’s County, Maryland.
Angela has an extensive record of successfully leading organizations through periods of transition. She has served as Interim President and Chief Executive Officer of the Community Foundation for the National Capital Region, Interim Chief Executive Officer of The Wayfinder Foundation, Interim Executive Director of the DC Children and Youth Investment Trust Corporation, and Executive Director of DC Action for Children. While leading DC Action for Children, she grew the organization’s budget by more than 75 percent and spearheaded successful advocacy initiatives that advanced children’s health, education, and welfare.
In addition to her executive leadership experience, Angela brings deep expertise in philanthropy and grantmaking. During her eight years with the Community Foundation for the National Capital Region, she advanced to Vice President for Philanthropic Services, where she managed a grant portfolio exceeding $50 million, secured more than $60 million in public-private partnerships, and led the Foundation’s wealth-building and community investment strategies.
Angela holds a Master of Planning with an emphasis in Urban and Community Planning and Policy and a Bachelor of Arts from the University of Virginia. She also earned a Graduate Certificate in Leadership Development from Johns Hopkins University.
She is a proud member of Delta Sigma Theta Sorority, Incorporated, a charter member of the Loudoun County Chapter of The Links, Incorporated, and an active member of the Association of Black Foundation Executives.
